Purpose of the RoleLead capital projects through the full lifecycle, including concept development and design to approvals, construction, and commissioning.
Ensure all projects align with Council priorities, municipal master plans, regulatory requirements, and long‑term infrastructure strategies.
Maintain strong oversight of project scope, budgets, schedules, contracts, and risk to ensure successful outcomes.
Key Responsibilities- Strategic Capital Leadership: Lead the planning and delivery of complex municipal infrastructure and transportation projects aligned with Council direction, master plans, and long‑term asset management strategies.
- Project Delivery: Oversee projects from feasibility and design through construction, commissioning, and close‑out, ensuring high standards of quality, safety, and compliance.
- Infrastructure Management & Maintenance: Analyze complex engineering concepts, conduct technical reviews, and provide recommendations for the maintenance and renewal of transportation and infrastructure assets within Municipal rights‑of‑way.
- Financial Oversight: Manage approved capital budgets, prepare cost estimates and forecasts, monitor expenditures, and address variances in collaboration with finance teams.
What You Bring- A university degree in Civil, Environmental, or Transportation Engineering and registration as a Professional Engineer (P.Eng.) in good standing.
- A minimum of five years of progressive experience leading complex capital or infrastructure projects, ideally within a municipal or public‑sector environment.
- Demonstrated experience managing multiple concurrent projects, with strong command of scope, schedule, budget, and risk.
- Proven people leadership experience within a unionized environment, including supervising technical staff and consultants.
- Strong financial acumen, technical writing skills, and the ability to present complex matters to Council, regulators, and the public.
