Reporting to the Chief Information Officer (CIO), the Integrated Technology and Electronic Services (ITES) Manager is a key member of the senior management team and is accountable for translating organizational strategy into executable technology and electronic services outcomes. The role provides leadership across business applications, unified communications, network infrastructure, cybersecurity, IT policy and governance, electronic devices, fiber optics, and electrical services. The ITES Manager supports all HHB departments that depend on technology-enabled services and is directly responsible for the leadership, performance, and development of ITES operational staff.
Essential Duties and Responsibilities:- Provide strategic and operational leadership for all HHB technology, electronic, and electrical infrastructure supporting safe, reliable, and efficient bridge operations.
- Develop and oversee technology lifecycle strategies, including asset planning, redundancy, business continuity, disaster recovery, and risk mitigation for critical systems.
- Ensure enterprise technology systems, networks, fiber optics, cybersecurity platforms, field devices, and electrical systems remain secure, resilient, and operating at optimal performance levels.
- Lead the development, implementation, and governance of ITES policies, procedures, budgets, forecasts, and financial reporting to ensure cost-effective service delivery.
- Manage procurement, vendor relationships, contracts, and service level agreements, including RFP processes, evaluations, and vendor performance oversight.
- Establish and maintain cybersecurity, privacy, and compliance programs, including access controls, monitoring, audits, threat resilience, and adherence to applicable standards and regulations.
- Lead the planning, implementation, and operation of access control, intelligent surveillance, and other infrastructure protection systems.
- Build, lead, and develop high-performing multidisciplinary teams through recruitment, coaching, performance management, succession planning, and employee development.
- Collaborate with internal departments to understand operational needs, deliver effective technology solutions, and align services with organizational priorities.
- Drive innovation, continuous improvement, and a strong health and safety culture by adopting emerging technologies, enhancing processes, and embedding safety into all ITES activities.

Requirements:- Post-secondary education in Information Technology, Computer Science, Engineering, Business Administration, or a related field, or an equivalent combination of education, experience, certifications, and training.
- Significant progressive experience in senior IT or technology leadership roles, preferably within complex operational environments.
- Demonstrated success leading multidisciplinary technical teams and building a collaborative, high-performing culture.
- Proven expertise in strategic planning, operational management, and delivering technology services aligned with business objectives.
- Strong knowledge of enterprise IT infrastructure, cybersecurity, networks, digital communications, and emerging technologies.
- Experience managing budgets, vendors, contracts, and external service providers.
- Excellent communication, stakeholder management, and problem-solving skills, with a strong commitment to safety, continuous improvement, and service excellence.
- Legally eligible to work in Canada
- Class 5 Driver’s Licence
