As the Lead, Capital Project Management (PM) Consulting, you will be a strategic project management leader who shapes how municipal infrastructure projects are planned and delivered across Infrastructure Services. In this role, you will guide and coach a team of project engineering consultants, ensuring consistent application of proven frameworks, standards, and best in class practices. You will provide hands-on technical leadership and oversight that supports successful project execution while driving continuous improvement and alignment with corporate strategy. Through your leadership, you enable project teams to navigate complex frameworks and processes with confidence, consistency, and a shared commitment to excellence. This role focuses on how project teams apply project management in practice, delivering hands-on coaching, expert advice, and consulting services to enable successful project delivery within established frameworks.
Primary duties include:- Provide hands on project delivery support by working directly with project managers, engineers, and delivery teams to guide the application of project management practices across all phases of municipal infrastructure projects, including initiation, planning, execution, and close out.
- Coach and advise project teams on interpreting and applying established frameworks, standards, and procedures, participating in project reviews and milestone assessments to reinforce best practices, resolve challenges, and strengthen alignment with Infrastructure Services' requirements.
- Lead the design and rollout of practical service offerings that support consistent adoption of project management frameworks, standards, and tools, translating strategic direction into hands on supports that work across diverse municipal infrastructure environments.
- Collaborate with project teams and interested parties to tailor services such as risk management, contract management, cost estimating, quality management, and value management, monitoring uptake and continuously refining approaches to ensure frameworks are effectively embedded and aligned with corporate and departmental objectives.
- Act as the content owner for training and learning materials that support the implementation of project management frameworks and practices across Infrastructure Services (and other Capital Construction project teams).
- Collaborate with Business Services to ensure course content is accurate, relevant, and aligned with operational needs. This includes defining learning objectives, providing subject matter expertise, and reviewing instructional materials, as well as lead the development and delivery of
