The Manager, Procurement and Materials Management is responsible for providing strategic and operational leadership across procurement, contract management, sourcing, and materials management functions at Oak Valley Health.
This role oversees end-to-end procurement processes, contract administration, and supply chain operations including stores and receiving, while ensuring compliance with Broader Public Sector (BPS) directives and hospital policies.
The Manager works in collaboration with MMC (Mohawk Medbuy Corporation) and other sourcing partners to drive value, standardization, and cost efficiency. The role also leads both unionized and non-unionized staff and supports governance through the preparation of materials for Board and Committee reporting
Procurement & Strategic Sourcing- Lead all procurement activities including capital and operational purchasing
- Develop and implement procurement strategies that drive efficiencies, cost savings, standardization, and operational support across the organization
- Partner with internal stakeholders to validate requirements, secure approvals, and ensure timely acquisition of goods and services
- Collaborate with MMC and other group purchasing organizations to optimize sourcing strategies and pricing
- Lead and independently execute competitive procurement processes including RFQs, RFPs, and other sourcing initiatives where appropriate
- Support business development and organizational growth initiatives through procurement and sourcing expertise for new programs, services, and operational expansions
- Develop and monitor procurement KPIs and performance metrics
- Ensure compliance with BPS Procurement Directives and internal policies
Contract Management- Oversee the full lifecycle of contract administration, including review, negotiation, execution, and compliance
- Provide expert guidance on contract terms, risk mitigation, and vendor agreements
- Manage both MMC and non-MMC contracts and relationships
- Ensure appropriate controls, documentation, and stakeholder engagement in contract processes
Materials Management- Provide operational oversight for inventory management, stores, receiving and mailroom functions
- Ensure efficient flow, storage, and distribution of supplies across the organization
- Implement best practices in inventory control, standardization, and supply utilization
- Support continuous improvement initiatives within supply chain operations
Vendor & Stakeholder Management- Build and maintain strong relationships with vendors, suppliers, and internal stakeholders
