Job DescriptionPOSITION SUMMARYThe Project Engineer directs all aspects of engineering project management, assists with the planning, environmental assessment, design and construction of road, intersection and bridge expansions and improvements. The Project Engineer coordinates environmental impact studies, long range planning and assists with annual budget preparations.
The incumbent is also responsible for assisting with the preparation of reports to County Council on matters relating to land management and acquisition activities for compliance with municipal regulations and provincial legislation.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)- 1. Undertakes or directs all aspects of Project Management, including assisting with the planning for both expansion and improvement projects for road, intersection, bridge, storm sewerage, storm water management, drainage, traffic signals, and infrastructure rehabilitation projects and studies. Arranges for the selection of consultants and oversees and coordinates the activities of technical personnel involved in project planning and engineering. Directs the preparation of, reviews and approves pertinent engineering documents. Determines and recommends criteria, standards, schedules and methods. Approves work quality and expenditures and undertakes all other activities to attain project objectives including construction management and coordination with other departments.
PROJECT MANAGEMENT- 2. Assists with monitoring general project performance, problem solving, evaluation of alternatives, formulates solutions, provides engineering advice and guidance, and develops strategies to maintain established levels of service. Advises on the impact of development on municipal networks, including evaluation of related engineering reports and submissions as requested.
- 3. Undertakes, supervises and approves all aspects of project engineering. Arranges for, directs, and approves pertinent studies, evaluations, design and specifications, surveying, drafting, office services, inspections and testing programs. Arranges for all other related activities, including construction management, to attain project objectives.
PLANNING- 4. Planning for future development and financing of the County of Simcoe roads, intersections, bridges and Hydro, Bell, Gas, Communication, storm water, sanitary and drinking water utilities.
- 5. Development of the 5, 10, 15, 20 and 25 year capital plan.
- 6. Administration and review of traffic, road allowances, bylaws, design standards and road cross sections.
- 7. Conducts research and analysis, writes reports, correspondence, and assists with special projects as assigned.
FINANCIAL- 8. Assists with budget preparation and prepares related project reports and schedules.
- 9. Acts as a liaison between federal and provincial agencies, developers, builders, consultants, property owners, and external utilities. Deals with all components of municipal development approvals, and interprets and communicates municipal policy and regulations relative to land use and development. Meets with applicants, consultants and neighbourhood representatives to discuss related impacts and mitigation measures as well as attends and facilitates internal and public meetings as required.
