About the OpportunityThe Hamlet of Kinngait is looking for a full-time Senior Administrative Officer based in Kinngait, Nunavut.
Reporting directly to the Mayor and Council, you will play a pivotal role in leading all municipal operations, ensuring effective service delivery, sound financial management, and strong governance across the community.
In this position, you will be primarily responsible for overseeing the full scope of Hamlet operations, including administration, finance, public works, recreation, and community services, while guiding strategic planning and supporting Council in informed decision-making.
More specifically, your responsibilities include but are not limited to:
- Leading and overseeing all municipal departments, including finance, public works, buildings, and recreation
- Managing the Hamlet’s multi-million dollar budget, including annual budgeting, variance monitoring, and audit readiness
- Advising the Mayor and Council on policy, strategy, governance, and community priorities
- Developing and implementing municipal policies, programs, and operational plans aligned with legislation and bylaws
- Overseeing capital projects, infrastructure planning, and long-term community development initiatives
- Preparing and monitoring funding proposals, grant applications, and reporting requirements for external funders
- Managing contracts, procurement activities, and service agreements with external vendors and partners
- Directing staff recruitment, supervision, performance management, and professional development across departments
- Ensuring accurate records management, reporting, and compliance with territorial and federal requirements
- Coordinating public meetings, responding to community concerns, and supporting effective public communication
- Liaising with government agencies, Inuit and regional organizations, and other external stakeholders
- Representing the Hamlet at regional and territorial meetings, including travel to conferences and official engagements

About YouTo qualify, you will need 3+ years of management-level experience within local or municipal government (or a comparable public sector environment), along with strong financial management capability, including the ability to develop, interpret, and oversee budgets.
The following are required:
- Hold a valid provincial or territorial driver’s licence
- Ability to undergo a criminal records check
- Willingness and ability to travel for organizational needs, including regional and territorial meetings and conferences
Additionally, the following skills and background will be highly valued:
- Post-secondary education in municipal/public administration, finance, accounting, or a related field (asset)
- Experience leading multiple municipal departments and overseeing broad operational portfolios
- Strong budgeting, accounting, and financial oversight skills in a local government context
- Experience advising senior leadership or Council on governance, policy, and strategic decision-making
- Experience with proposal writing and grant applications
- Experience managing capital projects and long-term infrastructure planning
- Proven leadership in staff supervision, coaching, and performance management
- Ability to develop and implement policies, programs, and strategic plans
- Understanding of municipal legislation, governance, and regulatory compliance requirements
- Ability to work effectively in a cross-cultural environment
