A prominent Canadian public sector health organization is seeking a Senior IT Technical Business Analyst. This role is pivotal in bridging the gap between clinical necessity and technical execution, providing advanced requirements management and solution-support expertise for high-priority Clinical Information System (CIS) and digital health initiatives. The successful candidate will navigate complex stakeholder environments—including physicians, nursing leads, and health executives—to ensure that modernization efforts and system enhancements are technically sound, operationally viable, and aligned with provincial health standards.
The Senior IT Technical Business Analyst is responsible for leading the end-to-end requirements lifecycle, from initial solicitation and clinical workflow analysis to the translation of bedside needs into detailed technical specifications. Key responsibilities include evaluating emerging health technologies, supporting proof-of-concept deployments, and providing quality control oversight during production implementations. You will be expected to utilize industry-standard tools for requirements tracking, process mapping, and documentation while ensuring all solutions comply with legislative frameworks like the Health Information Act (HIA) and established change management protocols
Experience in the CANADIAN Healthcare health authority or health system is REQUIRED
Qualifications- 8 Years – Identifying and documenting business requirements, interpreting clinical workflows, and proposing process improvements to increase organizational effectiveness.
- 8 Years – Planning and conducting requirements gathering workshops with clinical staff, operational leadership, and diverse stakeholder representatives.
- 8 Years – Experience in the design, development, and implementation of complex, multi-vendor IT solutions within a large-scale environment.
- 8 Years – Proficiency in using industry-standard tools (e.g., JIRA, Confluence, Miro, or equivalent) for clinical workflow modeling, backlog management, and functional specifications.
- 6 Years – Contributing to the systems analysis, design, or implementation of provincial Electronic Health Record (EHR) systems (e.g., Alberta Netcare, Connect Care/Epic, Meditech Expanse, Oracle/Cerner Millenium) or Electronic Medical Record (EMR) systems used in community physician settings.
- 6 Years – Documenting requirements as part of formal Request for Proposal (RFP) procurement processes.
- 6 Years – Developing business cases, conducting feasibility studies, and performing alternative analysis for IT investments.
- 6 Years – Documenting complex clinical workflows, patient journeys, and technical use cases specifically for CIS implementations.
- 6 Years – Professional experience in a facilitation role, managing diverse clinical and technical viewpoints to reach consensus.
- 6 Years – Developing new IT services, including service definitions, measurements, cost models, and operational handover documentation.
- 6 Years – Experience with information management concepts, including privacy and security issues related to FOIP, HIA, or equivalent health information legislation.
- Knowledge – Strong understanding of interoperability standards (HL7, FHIR, DICOM) and clinical terminology (SNOMED-CT, LOINC) to support data exchange between disparate health systems.
- Knowledge – Familiarity with organizational change management frameworks (e.g., PROSCI ADKAR) to support the "people side" of clinical technology adoption.
- Nice to Have – Prior experience in a Clinical Informatics role or a clinical background (e.g., Nursing, Allied Health) combined with technical analysis expertise.
- Nice to Have - Degree/diploma in Business or IT, or a valid Certified Business Analysis Professional (CBAP) designation.
