JOB SUMMARYReporting to the Manager, Enterprise Project Management Office, this position is responsible for managing multiple enterprise project initiatives, impacting all TPL divisions. The position provides overall leadership in project management, and manages ePMO staff. The initiatives support the Library’s strategic plan priorities by expanding access to technology and improving public and staff spaces.
The position includes the facilitation of collective decision-making, goal setting and conflict resolution, while leading a project team comprised of managers, Directors, senior staff, and third-party vendors.
DUTIES- Leads and manages all aspects of projects, from inception to completion including, providing technical project management expertise, providing strategies and controlling activities in order to manage quality, cost and timelines, achieving project key performance metrics
- Prepares business cases
- Builds and maintains required documentation through the duration of the project, including but not limited to project charters, project plans, RAID logs, requirements documentation, project dashboards and status reports, close-out and handover documentation, and related materials
- Prepares documents and partners with Procurement to complete RFX documentation, schedule, evaluate, and award contracts
- In conjunction with Finance, manages project budgets and expenditures, including vendor bids and change orders, ensuring projects are delivered on time and on budget
- Develops targets and criteria to measure the effectiveness and success of the projects, both against TPL’s strategic objectives and including the development and measurement of key performance indicators evaluating success and areas for improvement
- Leads project teams and supervises/directs project team members, consultants and contractors, and collaborates with executives, senior management, and various internal and external stakeholders across the organization
- Manages and supervises a team of designated business analysists and project management staff
- Provides leadership support to resolve critical issues and escalations through direct engagement with stakeholders
Qualifications- University degree in project management or a related field
- Project Management Professional certification (PMP) is required
- Minimum five (5) years of project management experience leading >$1M multi-year projects with a technology (i.e. Software as a Service (SaaS), application development focus, etc.)
- Minimum ten (10) years’ work experience with major technology projects
- Minimum three (3) years’ work experience managing external vendors
- Minimum three (3) years of management or leadership experience preferred, including demonstrated expertise supervising and managing staff
- Excellent written and verbal communication and presentation skills; ability to effectively communicate with senior leaders
- Proven success as a program leader with advanced innovation, initiative, facilitation and interpersonal skills with a strong focus on collaboration, teamwork, and conflict resolution
- A strong commitment to the vision, mission and values of Toronto Public Library and the ability to work effectively with diverse communities and in a diverse work culture
- Strong organizational change management skills with ability to influence and build productive relationships with cross-divisional stakeholders.
- Demonstrated ability to provide leadership, show initiative and self-direction, maintain currency of knowledge, and identify and solve problems that require investigation and creativity, under sustained pressure in a results-oriented team environment
- Demonstrated ability to respond flexibly and productively to multiple and changing priorities in a variety of work environments, including joint project teams, work with consultants or vendors, and on individual assignments
- Experience performing business analysis and working with stakeholders to draft a business case for projects.
- Strong financial expertise to manage budgets with focus to minimize variances and vendor change orders to actuals with timely and accurate reporting
- Extended experience with project management tools (ex: SmartSheet, MS Project)
- Very strong competency with MS Office Suite (e.g., Word, Excel, PowerPoint), and other relevant technical tools
SALARY:$103,431 to $141,247 per annum (Grade 7)
