GENERAL ACCOUNTABILITYAccountable for providing owner-side strategic leadership, direction and end-to-end program management for large-scale capital construction projects and office renovations. Expertise is required to coordinate management of multiple related projects directed toward a common business objective. Accountable for the successful planning and execution of highly integrated construction projects that collectively deliver the overall program objectives. Ensures scope, schedule, budget, quality, safety, and performance targets are achieved through strong governance, proactive stakeholder alignment, disciplined risk and change management, and clear decision-making frameworks. Oversees consultants, contractors, and internal stakeholders responsible for individual projects and workstreams, ensuring alignment with program outcomes and minimizing disruption to business operations. Empowered to coordinate shared resources, manage cross project interdependencies, and resolve conflicts to realize overall program benefits, with a direct line to senior leadership for decision-making and escalation.
SPECIFIC ACCOUNTABILITIES- 1. Program Authorization & Governance Obtains senior leadership and executive approval for program scope, budget, schedule, and delivery strategy. Establishes and maintains program governance, reporting, and decision-making frameworks.
- 2. Program Planning Develops and maintains project planning, including scope definition, phasing, procurement strategy, schedule, cost controls, quality management, safety, risk, communications, and resourcing. Ensures alignment of construction activities with operational continuity, occupancy requirements, and organizational priorities.
- 3. Procurement & Delivery Model Accountability Accountable for the development and execution of the project specific procurement strategy, ensuring alignment with approved scope, schedule, budget, and risk objectives. Accountable for recommending, selecting, and applying appropriate project delivery models (e.g., construction management, design bid build, design build) based on project characteristics, to achieve optimal outcomes for risk allocation, schedule performance, cost control, and operational effectiveness.
- 4. Program Execution & Control Directs execution of the program through defined controls, performance metrics, and audits to ensure compliance with approved plans, standards, and regulatory requirements. Ensures coordination of demolition, structural, architectural, mechanical, electrical, and specialty systems integration.
- 5. Integration & Coordination Establishes strong working relationships with Project Managers, design consultants, construction managers, contractors, facilities, IT, security, and operational stakeholders. Maintains accurate and current program data within project/program management information systems for transparent stakeholder reporting.
- 6. Change Management Acts as the single point of control for program-level changes. Manages scope, schedule, budget, and contract changes using formal change management processes to protect program objectives.
- 7. Issue Resolution & Decision Making Proactively identifies, assesses, and resolves program-level issues and constraints, balancing cost, schedule, quality, safety, and operational impacts. Escalates issues appropriately with clear recommendations and risk-informed options.
