The Senior Business Consultant provides expert advisory and analytical services to support the Chief of Air & Space Force Development (CASFD) within the Royal Canadian Air Force (RCAF). Operating at the strategic level, the incumbent advises senior management, shapes organizational policy, and drives business improvement initiatives for air and space-related programs. The role demands demonstrated expertise in defence and security policy, strong analytical capability, and the ability to communicate complex issues to Director-level and above leadership.

Experience Requirements:Senior Management Advisory — Air & Space Programs: Minimum five (5) years of experience within the last ten (10) years prior to bid closing date, advising senior management at the Director level or higher on business processes for strategic air and space-related programs.
Defence/Security Policy Development & Implementation: Minimum five (5) years of experience developing or implementing defence or security policies, programs, and procedures.
Business Document Writing & Review — Air & Space Programs: Minimum two (2) years of experience writing or reviewing business documents (e.g., briefing notes, presentations, reports, and assessments) for strategic air and space-related programs.
Role Responsibilities:Strategic Planning & Policy- Specify CASFD objectives and develop policies, standards, and plans to achieve those objectives.
- Define, develop, and implement business strategies and plans aligned with RCAF and CASFD priorities.
- Examine the link between CASFD's goals and how work is performed at strategic and operational levels.
- Assess CASFD's capacity and capability to undertake and successfully deliver initiatives or organizational changes.
Advisory & Stakeholder Support- Advise senior management on a range of issues affecting CASFD's ability to achieve its business objectives.
- Assist CASFD stakeholders in understanding their strategic goals and translating them into actionable plans.
- Analyze stakeholders' business objectives and recommend and develop solutions to address business problems.
- Coach on best business practices and recommend improvements to processes, structures, and governance.
Organizational Improvement- Identify opportunities for, assist in the prioritization of, and support the assignment of organizational improvement initiatives within CASFD.
- Develop and/or manage the implementation of organizational improvement plans to identify, analyze, plan, track, and control improvements on a continuous basis within the defined structure of the RCAF.
- Implement and evaluate cross-functional decisions that will enable CASFD to achieve its objectives.
- Make recommendations and provide advice for improvements; assist in developing and implementing solutions.
Research, Analysis & Documentation- Collect and analyze information and present findings on complex air and space issues, carrying out or coordinating research as required.
- Prepare reports, briefing notes, assessments, and presentations for senior management and stakeholders.
- Define and produce business requirements documents.
- Process problems into solutions or new opportunities and initiatives, identifying and researching best practices.
- Perform Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis as required.
